TO not linked in inbound delivery note workflow

Hi experts,

I found in the system that I created TO by LT03 accorrding to a delivery note, but the TO is not linked with inbound delivery note, not seen from workflow. So that I could create dozens duplicate TOs for the delivery note.  Does any one know how to solve this?
