Conversion of Transfer Requirement to Transfer Order MIGO

I have set up automatic transfer order creation.

This is MIGO scrapping 551 process.  The MIGO scrap should automatically create a TO.

For some users this works fine and the TO is created.

For other users the TR is created and can be converted into a TO by LB10 with no error.

but for these users the conversion is never automatic.

Configuration is correct as it works for some users.

I have deleted the entries in SMQ1 but this has not resolved it.
