one inbound delivery split into multiple shipments

Hi,

Suppliers sends all items within a single IBD (inbound delivery) to freight forwarder. Due to space constrain on aircraft, FF then splits this IBD into different shipments according to available space.

Issue: 3PL is having difficulties and tend to hold until ALL items within one IBD is received over a few days.

Is there anyway to solve this?
